Yeah, I seriously doubt that they will blacklist an address as such. An address is forever chaning piece of data that is just one piece of the whole puzzle. They will for sure blacklist names, but addresses can change ownership and I bet it's just one more flag in their system and if you can prove that you don't need to be restricted by submitting docs, then they don't have a reason to really pay too much attention to the address.

Right, but the point is that you will not be banned just because you are using an address that has been banned before.

But using an address that has been ban just tick the first box for ebay/PP to watch out. It places them on alert to start investigating your digital foot print.. Then when a similar IP to that address surfaces.. It ticks another box.
