Issuing a partial refund when the Paypal is limited

If the Paypal is limited and the buyer is requesting a partial refund, how would one go about doing this?

Depends on the limitation

Most the time it can be done via PayPal/eBay in the usualy way, but some limitations do not even allow refunds.

Usually, it is like James said, but there are certain limitations when you cant issue a refund the regular way, so you have to call in and to ask a rep to do a refund on your behalf.
