new paypal account Blocked !!!!

i had created a new paypal account and had not even verified it yet and not even a penny has been accepted and it says send us photo identity , and other details
(i did change ip address before i created the account)
(used all new details no link to other account)

You used a proxy to make the account?
Theres a dozen reasons why it can happen though

HI: It could be- they are using a software to auto verify identity--(thus pull a soft cr report)--
Its only happened to me once--and it was the incorrect name/address combo--
Once I corrected--it worked..
