can paypal connect old registered accounts to new ones, based on the bank account name it's connected to?

PayPal does not check the name on the bank account or use this as a factor in linking other accounts. This for the simple reason because there are likely many people with the same first + surname who have accounts.

Also, PayPal does not see the name on your bank account UNLESS you confirm via micro deposits, or attempt to PULL funds from that account.

There are numerous reports on this forum about stealth accounts confirmed via micro deposits and still being active.

Using the micro deposits method is not known to cause any issues, just realize that PayPal will still get the name of on the bank account with that type of transaction. Specifically, when the two small deposits are PULLED out of the account in a ACH debit.

Despite the name not matching, based on past experience it doesn't look like they care about it too much.
