Default Issue with payment

Hello.
When I try to buy a digital product from my PayPal Balance account, it does not work for me, it does not give me any error, but just the page reloads and my balance is shown (my profile).
I cleaned the cookies, changed the browser - nothing helps.
I made the last purchase on April 26, and now I can’t purchase anything for 2 days.
I have a confirmed account with documents and recently I lost 21 days delay on account. It is Stealth Account.
Can I send money to another Stealth PayPal account?
I would not like to write to them in support, because suddenly they will overwhelm my all money.
Thanks!

I wouldn't clean the cookies and change browsers. You want to build up trust with PP and the way to do this is consistency. They want to see the same cookie and browser.

Sometimes with new accounts they take a while until you can spend the balance.

Two weeks has passed and nothing has changed.
I still cant make a payment on any site.
It does not give an error, but simply throws onto the PayPal main page where my balance is displayed. Bank account is not attached.
I also tried to send funds to my friend, but an error occurred something like "We cant verify you".

What’s happening is you are setting off there alarms red flags are being thrown everywhere you need to stop clearing your cookies and use the same ip and stop trying to send money your bringing way to much attention to yourself why they have that message is because you keep deleting your cookies and they think your account may have been hacked let it cool down for a good week with no trying to send or spend money

What have you been doing over the last two weeks with the account? Have you been logging in from the same browser profile?

Yes, every day I went to the account with Google Chrome and went through all their tabs. Not trying to change anything, or buy, but today I tried to buy digital item once but did not work.

I cleaned the cookies because PayPal support recommended it to me.

Hi the problem is that you don't have a bank account only card and once you add a bank account it will work that is the problem.

You need to keep your cookies.

PayPal trusts sessions without cookies a whole lot less than a user who has a verifiable established pattern of access.
