PP-account requires verification. Utility bill VS passport?

So, apparently I messed up. I think the fault somehow lied in the fact that I enabled paypal.me payments with the account. Now they require either a UK passport scan or BOTH SIDES of a utility bill. I have a fairly passable passport scan but if they'd somehow check the details further (such as the passport number) there would be a problem. I suppose a utility bill would be much easier to make, but since I'm not from the UK I don't have any bill to scan and edit, and the templates I find online are either outdated or expensive to buy.

What do you think? Should I keep trying to find a good utility bill template or should I go with the passport?

Anyone on the forum selling utility bill templates for a reasonable price (thinking around $10)? It doesn't even have to be a template, just a high res scan of both sides so I can edit myself.

You're not going to get what you need for $10

Sure I will check it out. What would be a reasonable price in your opinion? Note that I don't need something fancy like a premade photoshop template, just any scan high-res enough to edit will do.
