PayPal is required by law for tax purposes and other business purposes to retain records of all payment transactions, usually for 7 years.
Aside from the payment transaction data (history), most any entity that deals with financial (such as PayPal) keep your personal info pretty much indefinitely. The "personal info" being your name, address, phones, SSN/DOB, etc. Information that may be considered old or irrelevant for internal use may need to be retained to comply with the laws in your jurisdiction or industry.
Closing your account does nothing in regard to this.
