If you chose the debit card, you have to be a member of paypal for 60 before you can even apply.
They are NOT allowed to pull credit for a debit card.
If it was for Paypal Credit Card, then yes, they can check your credit and deny you. Your FICO score has to be around 640 to get a Paypal credit card.
