I just got this email today from Paypal. It says that "PayPal may use any of the payment methods linked to a seller’s PayPal account to prevent the seller’s account from becoming negative when there are not sufficient funds in the account for seller refunds, reversals and chargebacks."
Does this mean that they won't "honor" the order I want payments to be made? I have money via my bank account but not my unloadable vcc gc.

Only PayPal can say if they'll honor the order you have setup. The terms change says they don't have to honor it. I think their system will pick a payment method to try first, and if that fails, try others. I have no guess which they'd try first.
