yes, you can withdraw the funds from the limited paypal to vcc as soon as the paypal country is allowed to do that.
AS for the 2nd question you may ask the vcc sellers at the marketplace
In US,the only way you can get fund out of Paypal is link a US bank or ask for a check.

This is interesting since whenever I create new US acc ebay keep asking questions from the database
try calling again. You should get some reps that won't ask those questions.
that depends on how lucky are you... if you cant get the acc reinstated from the first call they leave a note saying that you have called them and that they didnt want to reinstate you
