Not much early but after 5 months, I sent them several emails and they kept responding 180 days, sent one yesterday saying NEVER had a chargeback, been 5 months without a chargeback, contacting BBB and going to light up Facebook with how they are acting.

PP customer services respond more efficiently to seller or buyer queries on Facebook than they do on the phone. I have had immediate results on Facebook chat.
So threatening to light up social media with your issues seems to be a good idea these days. I would like to hear more positive stories of peoples money being released early with the facebook threat.
I never gave Facebook too much effort while I was appealing - all the agents were adamant about not being able to help (though this was for an already banned account). I can imagine them being very helpful with temporary limitations though.
At this time, however, I would bet that the BBB is their main concern. Just look at their current response times to complaints (PayPal on the BBB)... it's precisely 1 month at the moment, which is just awful. A few months ago it was just 1 or 2 days. They're clearly overwhelmed by their growing victims, and the delay will possibly affect their A+ rating.
