well, I'd like to print a label using the transaction money in my paypal. Kinda sucks that I can't, especially with international sales.

Customer Identification Program (CIP) is just PayPal's fancy way of saying we need to confirm/verify the identity of the account holder via SSN before they allow you to spend or keep a PP balance. This is the status quo now.
