I am buying new paypal account , the paypal account is connected to VCCS.
When i receive the fund to my paypal account can i move it to VCCS.
and it is possible to move that fund from VCC to my skrill account ?

depends of the country of your paypal account, not all support cc withdrawals.
an cc type must be visa

unfortunately, UK PP doesn't support that feature.
Some other paypal countries - you are able to transfer your funds to VCC, like in PH (im using them myself)

NOT all VISA cc,if he is in Eastern Europe,his ViSA must be issued by a member of Visa Europe,PAYPAL pays for this privilege thru an agreement with VISA when it bought VISA EUROPE .
He is not in UK,but he has a UK paypal account,have you considered a Paypal account in another country,not UK,not USA
