So I think I followed all stealth guidelines ...

So I got the first sale $19 and I shipped item and PayPal releases money and next day I withdrew the money to bank account. I get a standard ? Message from PayPal saying they are reviewing the transaction . The money is no longer a available to be spend because it’s transferring ... my question is should I be concerned about their review before the money goes into my bank account ?

Just to be clear on the PayPal transaction it’s stated as “pending”

Of course it's pending. The process is not instant.
But I'd wait some more time next time you withdraw funds on a new paypal account.
Now just wait the withdrawal proceed fine.

It's a normal process. Some times it takes them an extra day or 2 to review the withdraw.

Just keep doing what you're doing

Sounds like a standard review. Nothing to worry about.
Should be done within 24 hours then clear to your bank.
