Hi,

I've been perma limited on paypal for about 5 years now, not really needed it until now because I want too sell a few things on ebay. If i was too move house, change all my ID's etc. into my new house address would paypal have any way of knowing it was me and banning the new account, would be done under a new IP, new PC, etc. since I've got all new since I got limited. Would this esentially be like a fresh start?

I believe it would be but ya cant use social security number . At least that's how it went for me. Was banned a while back and all my stuff changed( comp,addy,ip) used variation on my name and all is good

When I was banned I don't believe I sent them anything the an SSN in, I was underage at the time, they knew that and basically just said that's the reason why. Tried opening a new account a few days later with the same address etc. but was banned due to being 'high risk' or something like that after only 2 transactions.

Paypal never delete any account,so your old account is still with them.
This time you will need to enter your SSN,new address,new PC,new ip,new bank account,new cc.
Can you modify you name somewhat,like THOMAS JOHN Kase is now John T Kase.
how far away is your new address from the old one,does it have the same zipcode?

I guess I could add my middle name in maybe? That wasn't ever used on my old account.

Same city not the same post code (same as ZIP) about a 20 minute drive away.

but you must have something,how does your goverment send you tax notice,enroll you in national healthcare,issue driver license,id card etc

Yes we have national insurance number. I have never been asked for this from Paypal

you cant link your new Paypal account with your Ebay account,if your suspended Paypal account was used at one time to sell on EBay with that account.
match your new Paypal with a new Ebay
