Payment does not pass on Ebay

Hello! I use dutch IP when logging in to Ebay us account. I'm trying to pay for the order with a card and Paypal. Nothing comes out. What could be the reason?

Ebay suggests using a different payment method.
I tried to use 2 cards, PayPal. I tried to go and nothing came out of the US IP. Thought to place orders through the Ebay Gift card but also could not buy them.

have you verified the card on paypal?

Are you using the same IP address as normal?

Are you using a new Physical address?

Yes, the card has been added and verified.
I am using a different IP address.
I do not use the IP on which opened ebay and PayPal.
Is this a problem?

What country is your Paypal account and what country are your credit cards?
