Who caus flag

Hello. Anyone know who cause red flag ?
Once I'm sending payment from my account they will ask addition verification by phone
I think ref flag comes from receiveing account. What it cause? History? Vcc , phone conformation ar what

Could be one or both of the accounts have little history.

The phone verification thing usually goes away after 72 hrs(try every day)

Yes I know that phone verification goes away. Sendig account have good history and to other user payment goes no problem so probably receiving account cause flag. I try how you say many times wait, send again and etc same issue.

Receiving account is without confirmed phone, without vcc and other information.. What causing a flag??

Many issues; new account, paypal claims against the account, unverified etc etc
