Paypal Wallet Hold

Recently I have made ebay/paypal accounts in the usual way with new IP, Vcc, new tel. number, photos with details removed. All worked good in the past. However I have noticed that on the Wallet screen under where it says Paypal Balance, it has another amount box that says ON HOLD in red.

This can be a zero amount or when I have cleared funds saying available on the summary page and wallet page. This happens once a payment hits the account. What it is doing is holding Available funds?

I genuinly have not noticed this before but perhaps it is normal. However as I cannot spend the available funds, I think not.

Can anyone help me. Where am I going wrong?

This is money that has been cleared by ebay due to me adding the tracking and the item being received. It actually says Available and On Hold at the same time. I am not talking about about simple 21 day holds for items sold and no tracking uploaded.

This has been happening for a while on UK accounts.

You mainly see it straight after a bank withdrawal but then if you go back to the main page the funds aren't actually on hold
