Should I use residential IPs, they wouldn’t be static. Would Amazon flag an account that logged in from a new IP address each session? It is also my opinion that IP address is part of the flagging system but not used as a sole measure. Imagine how many legit Amazon users use the same IP address (schools, offices, cafes)

I'm just speculating trying to point you in the right direction but I don't have any answers. I read this forum all the time and everyone says Amazon is a lot more strict about detecting and shutting down VPN users than eBay is.
Rotating IPs in close proximity would be possible for the cost of a cheap data plan, wouldn't it? Mobile IP's probably aren't as strong as Residential IP's but they have to be better than DC IP's.
