It is a lot more complicated than ID, they usually also want your legitimate SSN and if you turn in an EIN they will ask for all kind of documents on that. So attach a bank acct and transfer, no luck spending the balance like the old days.

To have a USA "PayPal Cash" account with the ability to SPEND or SEND funds, you will absolutely need to provide your valid SSN and have identity confirmed. Simply adding a real SSN/EIN wouldn't be enough, it needs to be verifiable and one used by a real person.

nickopedia is right on - if you can't do the SSN, either just withdraw to US bank account or use different accessible paypal platform
