Has anyone had their accounts linked by contacting seller support for an unrelated reason?

Interestingly, it took 3 hours to get approved and at the same time selling privileges have been removed due to related account. 15 minutes later saying to provide a utility bill. So can I sell or not, so confused.
They are sending standard emails to everything these days requesting a Utility bill. Later when they deactivate they say they considered your both account. Even if you never had an account before.
Amazon is getting crazy as they don't have better things to do.
