Can Paypal know i am using VPN?
Can they restrict account cause of that ?

It's really difficult to tell because we don't know the steps you took to make your account and the quality of the services and other things in mind.

So unless you give us the complete details, we can audit it better

Were you using IP burger

Using 24vc.

New ip, new computer (VMware), new address and contact details, phone.

All new and different from other accounts

PayPal knows the difference between a Datacenter and a Residential/Mobile network IP address.

99% of all VPN's and proxies use data center IP's.

This is not to say you can't use datacenter networks for stealth, you just need to be a bit more selective which services you use.

The best ones are NOT that well known, nor advertise.
The larger and more popular the service, in general the worse it is for stealth.

VPN are detected at any point & this is only if they are public.

Some people using server's & other things to use Private VPN so that's actually hard to detect.

The TYPE or METHOD of connection is irrelevant (i.e. VPN, proxy, Wifi, cabled, etc)

It's the NETWORK PROVIDER you are connected to that matters. They can easily determine this by the IP address WHOIS database. This not only tells what type of network is being used (Residential, Mobile, Datacenter) but also the name of the provider (company) providing the network connection.

The entire internet IP space is mapped and large firms like eBay or PayPal (as well as most banks) can easily tell what company is providing your connection, and where it's physically located.

This is true for both ipv4 & ipv6 IP space.
