Problem with new paypal account - limited after selling on ebay!

About a week ago I sold few items on ebay and after first payment arrived to paypal account it was limited, asked was tracking numbers and copy of id.
Provided copy of ID and tracking numbers, so far paypal did not remove limitaiton!
Today I called paypal USA and they told me that tracking numbers have to show delivered to buyers beforre paypal back office from european department will remove the limitation!
Why is this thing so serious now for paypal?
It has gotten so hard for sellers already looks like!

You can thank those who abuse Paypal accounts for the difficulties you're facing. Paypal's hand has been forced because of scammers exploiting loopholes in their previously lenient system, causing them to lose money. They're taking security more seriously now evidently.

Aside from that, they're also transitioning into more of a traditional payment processor as they're completing their divorce with eBay.
