Paypal disabled after first auction

Hi Folks,

I have been creating stealth accounts since 2017. The most recent accounts have all had the same issue. After posting the first auction i receive the following message when trying to edit or create a new listing:

PayPal email - The email address you entered isn't linked to a PayPal account. If you don't have a PayPal account, you'll need to set one up with this email address so that buyers can pay you.

Has anyone seen this issue before and what may be causing it? The accounts are fully verified with a real bank account, real cards, real phone number, etc.

And judging by the response that I got on live chat today (a week after I previously contacted them regarding the same issue), they don't particularly care about fixing this.
