The guide is going to advise against you doing that. Adding a new Paypal to your eBay is as easy as putting the new PP account's email address in the payment field when you make listings. The problem is that it's easy for Paypal to see you've started sending payments to a new Paypal account after your old one got in trouble. eBay's and Paypal's are linked together by internal account ID #'s that can't be changed by users. Your eBay account ID # is going to follow you around forever no matter how many PP's you make, or how many times you try to change your email/username.
It will work short term. It could work for days, weeks, or maybe even months. But your days will be numbered regardless since it would only be a matter of time before Paypal catches on and links your two accounts (applying the same limitation to both).
Starting off with a new eBay and Paypal is the only way to do this safely.'
EDIT: Is your eBay account showing an invite into managed payments? Getting into managed payments is the only way you're going to be able to safely continue selling on your old eBay account.
