You can only get the full card (no restrictions) on genuine accounts. But the card themselves aren't the same as a normal card. Doesn't work with many payment processors, will just say its not supported at checkout.
You're better off withdrawing to your bank and using a normal card.

pAYPAL HAS more than one debit card,which one are you referring to?
the business debit card can be used as a credit card and taps your Paypal balance and bank fund,you get cash rebate of1% but you need SSN and home address.
there are others as well.

This is a UK thread. PayPal UK only has one type of debit card on this side of the pond.

It taps paypal balance backed by bank fund.
I used to use this card until others come along and offer 2% cash back.
