Dongle with static IP?

Is it possible to get a dongle with a Static IP address? As all the ones I've had previous change every time I plug them in/out. I only run 2-3 accounts so used to use a VPN with a Dedicated IP for each, but now VPNs do not work with etsy - they have somehow blocked anyone selling on their site while using a VPN so I need an alternative.

I just prefer to have my own IP for each account to save the time and effort of tracking all IPs across the accounts I use.

Dongles are dynamic by nature. Only way I know you could get a relatively Static IP with a dongle would be to never unplug it.

Could also look into cellphone mobile tethering...
