my ebay and fees

when i signed up to paypal and ebay i linked the accounts and made it that the fees should be paid automatically from paypal... and my accounts got suspended..and when the fees were up for like 400$ i receive an email from ebay stating that paypal is not allowing ebay to take the funds out and i should make arrangements to pay in by check or credit...does this mean that ebay is assed out on there fees??? or in the end paypal will give it to them..also is my paypal account on such a lock down that evan after the 180 days they wont let me withdraw... i never experienced this before...

If you didn't use your real information, why bothering paying fees?

if you did... then they will send it to collection, you can dispute the charge...
