Double check that the item is still in transit. Get the name of the staff member for your records. (if the answer is not delivered then these are the next steps):
Contact the buyer and ask what has happened. DON'T tell the buyer you know it is not delivered. Get their story: now if they turn around & say 'OOPS, I am a dummy', then get them to withdraw this. Be polite & concerned.
Contact paypal by phone & ask for a supervisor. Advise them that you have contacted the buyer and:

buyer made an error & will withdraw.
item still in post & not yet delivered as confirmed by canadapost
what do paypal suggest 'as I am very anxious to resolve this'
