Default User Accounts On Computer

If I have multiple user accounts on a computer, do I need to logout of each before logging into a new one? Will they able to track if one is left logged in and then log in to a new one?

The answer really depends on what software you are using for your VPN, for example if using pritunl LOGOUT always log out and disconnect the active profile, our experience has been that the previous ovpn profile will always override the new ovpn profile even though it shows the correct one as active.

Your question is not specific enough to give you a definite answer.
A general answer will be a yes, but that's in some cases.

Depending on your OS and how your internet is installed/connected, your connection can stay up even when you switch user.
Using windows 7 as an example, you can confirm this by logging into user1, commencing some substantial traffic activity, then switch to user2 --> Resource monitor --> Network tab to observe your internet traffic.

If you do not see any traffic, then your method of connecting to the internet is safe.

eBay runs animated ads. My guess is those things "phone home" now and then.
