You are on the right path now.
Always use a solid IP. While I consider a data center VPN risky (like IP burger) it's still the best option for stealth if you don't have use of a good residential or mobile IP.
Phone number must be real. Any Voip phone number will certainly cause problems.
Creating good stealth accounts these days cost money and cutting corners on IP and phone dosen't work anymore.
I've managed to create two new accounts so far this year, both are up and running with a few listings each without problems, so don't let others tell you it's impossible these days as anyone who can't make a good account is simply not following the "new" norm with Ebay and PayPal.
