Is it safe to add two gift cards to a "stealth" account to purchase an item off ebay or will that trigger a limitation??

Best to check with Greenbean, but on a normal account you can always add more than one credit card..

I've never had a problem with it- paypal usually likes more cards since its more security for them unless of course they detect that all of your cards are gift cards
