Ebay can't add Credit card & Bank Account! Please help me.

Hi all bro,
I have a big prob with a new PayPal account (register on 2018), now I want to use it, but when I trying to add a Credit card (AVS VCC) and Bank account it shows a prob (attached file).

-With a Credit card (added show: Sorry we couldn't confirm it is you)
