No that's incorrect, at least for the UK.

I think you have to provide your SSN in the US. ID won’t do it but I could be wrong

OK, so I have to provide ssn in order to use PayPal funds as payment correct? For those not James and pandora. Reason why I ask, I want to use PayPal as automatic payment but I don't want them to withdraw from my PayPal funds because I plan on using other means to pay eBay fee.

you mean you want to use your Paypal account to pay Ebay fee,but you want to use cc or bank account, not the Paypal balance.
Makes no difference what source of fund, you must have a cash account to spend or send payment, which mean you must give Paypal your SSN and DOB and address, else you can only transfer fund to your bank account

If that is the case then good, I don't want to use PayPal balance to pay fee, rather through vcc, just my own personal thing. I do however want to use PayPal as automatic payments because eBay won't let me list unless I have an automatic payments on file. Whatever reason, they won't let me use my vcc as automatic payment

Yes normally it would, I used this vcc to open account but when it tried to charge and then didn't go through, ebay took it out I can't use the same type of vcc anymore.

Not true, out of the blue Paypal started paying my EBAY fees out of balance after charging my CC for over a year. Maybe there is a time limit that once you pass it they think you are ok and start paying from balance?

Yes! That's exactly what I think too. There's a time limit. For example, you cannot use paypal as automatic payment when the account is brand new, but later on, say, a few months you can. I saw on one account they did pay ebay fees out of paypal balance. Their rules is not the same as what actually happens
