Ebay stealth book payment declined??

Hey Guys

I'm new to this forum but have hovered over information about creating a stealth account for years. I now feel ready and when I go to purchase the ebay stealth guide it says my card is declined! I also tried another card and got the same result!! Both cards are good and I use them frequently. Has this happened to anyone and is there a solution ?
