UK bank account on USA paypal or HK paypal

Does paypal account USA or HK allow to add UK bank account ?
I heard you have to call if you have UK paypal to add USA bank account

you have to add a local bank,the only exception is US expatriates,since Paypal is a US bank,a courtesy for those overseas US residents and citizenships,they can add a US bank account as well
