can i pay ebay fees with other paypal than the one linked to automatique payment fees

i just verified my paypal with vcc i tryed to send it money but it shows the sender an issue , can't send money , i contacted paypal and they said i sould link an other visa card or us bank account, this paypal account is used in automatique payment, so my question is this normal to have such account linked to ebay, and can i pay fees using an other accoun,

yes i used paypal the first of them , this paypal verified by vcc and can't pay using it , so can i add a paypal account just to pay fees ?
