GER ebay stealth account

Hello guys.
This week I tried to make an fully functional ebay account. Everything worked except I couldn't add any cc I bought (even from here). It always told me to check the number. Does anyone know the reason or could provide a link or tip to a possible solution?

Yes, germany. I tried two vcc from two seller here and 3 from some darker place but none of them worked.
