There is a recent thread on MP,and email from Ebay.
They have no business returning the money to the buyer if you have shipped and buyer has received the item.
It is like if you continue to accept payment via MP,then it willbe returned back to the buyer(how can a seller continue to use MP if his Ebay seller account is restricted ?),unless he is using the same MP for his other Ebay accounts or accounts affiliated with the one restricted.

the guy replied on that email didnt understand what he was saying.

Couple months ago I was temp suspended. For some reason my fees did not get paid through PayPal. I have had it set up to come out since day one. Anyways I received an email that I was suspended until my payment for fees was paid. I had money and sales in managed payments. They were place on hold until I got my account fees paid. I took care of it the same day.
The payout said that day payout failed. Once I paid the fees I contacted eBay and they took the restriction off and next day my payout headed to my bank.
For a long period of time i can't help you with. If the account couldn't be saved not sure what will happen to buyers payments.

this sounds fishy to me. YOur account will be suspended 3 month after not paying fees. 1 month after not paying fees you can not list anything anymore. Unclaimed payments are held for maximum 30 days. so your account could not be suspended for not paying fees with held money from payments

Paypal hold 180days. Don't know if ebay also have the same policy.
