Hello,
First off thank you for taking the time to read this message. My name is Cody and I have been buying and selling on Ebay for 14 years. On 7/7/20 I received an email, out of the blue, from PayPal that states the following:
After a review, we decided to permanently limit your account as we found potential risk associated with it. You’ll not be able to use PayPal to send and receive money or shop online.
If you have money in your PayPal balance, we’ll hold the money for up to 180 days. After that period, we’ll email you with information on how to access your funds.
We regret any inconvenience this may cause.
I called customer service and all they did for me was basically read the email back to me. They gave me the "there is nothing we can do and I cannot appeal" speech. They gave me no reason other than they found "potential risk associated" with my account.
I have already signed up for merchant payments with Ebay (or whatever they call it) but I have already had customers make purchases and want to cancel since I don't take PayPal. What is my next step in trying to get my PayPal account back up and running?

Unfortunately there is no further step to get the paypal up and running. It is limited with no option for appeal. It is what it is.
With regards to your current items sold. Depending on the number of items and the total value you can either 'eat' the temporary 'loss' and send them out - knowing that in 180 days youll get that money withdrawn from paypal. OR - you can cancel those transactions on ebay and refund the buyers the payments they made. I would let them know the situation and perhaps offer them a discount to re-purchase their items and make payments again once your Managed Payments account is activated and is in working order.

Thank you for the information Slokor. I believe I have already signed up for Ebay managed payments. How do I tell if I am good to move forward to use it?

I just checked the status of my Ebay managed payments and this is what I see
You're on the list!

Once we confirm your identity and business info, we’ll email and notify you in My eBay Messages before activating your account for managed payments. When your account is activated, we’ll automatically update your buyer feedback and listings to reflect the different ways buyers can pay. Then you can enjoy all the benefits managed payments offers.
How long does it typically take to get approved and is anyone currently already using the managed payments?

It could be anything at this point and you can't get that account back.
Are you selling high risk items? Getting a lot of money all of a sudden?

The good thing is as you are on the list to convert over in the next couple of weeks you can continue selling and all association with PayPal will be severed by eBay of your account. Essentially you can owe PayPal money and eBay do not care, the way the new MA is constructed is you can choose other options to use including Apple Pay and others, you just choose no PayPal. This will work for you as other selling platforms do not offer PayPal And they do OK

There is no resolution, but I can assure you that you have my full sympathy.
As to what caused it, these days it can be as little as logging-in from somewhere other than your usual IP address. It is a farce.

You can go to Ebay seller forum and ask,there are many sellers who are now using MP

You're utterly without recourse when you approach support on their website. They just read from a script over and again like poorly designed bots.
If you can, register a twitter account in your business name and tweet every few days until you get your account back or at least a good response.
They hate negative publicity - so you're likely to get a response via DM just make sure your replies are public and never allow yourself get coaxed to move the conversation over to DM unless you're submitting private info.
Finally, your tweets could be polite, yet heavy-weight.
Eg. " 14-year-old business account banned without reason. Legitimate business and products, satisfied customers, no policy violation. Could this be a mistake? Please investigate. Details in DM."
