They probably could if they really made the effort but considering 90% of Ebay's operations are carried out by bored students in call centres, I don't think it is a high risk.
I have been using the same return address for the last 30+ Ebay accounts and they haven't noticed.... which is surprising because it isn't even in the same country as most of the accounts.....
