PayPal CANADA - Before you can complete any transaction you need to verify

Hi,
i have a issue with a PayPal Canada business account.
As soon i reached 1k+ in transaction on a 1 year aged account i get this error:

You have an account alert
Before you can complete any transactions, you need to verify that you are the account holder. Please visit the Identity confirmation dashboard to find out what information we need.


when i visit it it ask me:
To use all of paypals features, confirm your identity

- you will need to confirm provide your identity
- usually, we can confirm everything instantly
- sometimes, you will be asked to provide additional info

what i did:

Setup: used the same browser as before with all cookies (since a year)
Datacenter proxy, Twillio phone number

1. personal information
it asked me for:
occupation: i choose - retail - buyer
(i dropship from walmart/ all fullfield already with tracking upload 0 money on hold)
Please select phone number:
I added business phone number, the twillio phone i signed up with.

Address: i choose the home address i signed up with.

Did all that clicked next..

Then the error came.
one more try left


question, whats the issue :
is it the phone number?
is it the proxy?

click one more time and they will ask address proof. This is because they do not find information automatically, you will upload the address proof and it will be ok

ok there came a warning after i clicked next .. one more try ... then i dont know :-(
if the proof of address upload will be coming thats fine
