do i make some mistake on create ebay account?

here are my way:
1.VPS+Residential IP,real phone number,firefox,don't set the firefox,use default setting,and the broswer fingerprint is blocked,check on https://whoer.net/. it is 100%, no problem,and i use this way to creat the first account,it is 1000/25000,and the second third one is 250/25000,and the other is only 5/10 items,some are suspended after 30 minutes,some are suspended after 2 days.and only 3 still alive.all account never list an item on them.

3.VPS+Residential IP,real phone number,firefox portable,don't set the firefox,use default settingonly create one,only 5 items,it is suspended after 30 minutes
4.VPS+Residential IP,real phone number,firefox,disable the webRTC,the broswer fingerprint is blocked by default,creat one account,also only 5 items

do i make some mistake?and how to get the high limits?all are only 5 or 10 items after the the account with 1000/25000,250/25000.

PS:how can i get the address nearby the residential ip address?

and when i register,sometimes it need me to verify the email first when i enter my email address,i use gmail.and the VPS operation system is windows 2012 and windows 2016

Use something like https://www.neighborhoodscout.com/ for USA and https://www.ukcrimestats.com/Neighbourhoods/ or the UK. A lot decides on the post code or zip code for the crime rates.

In the USA eBay I know redlines certain zip codes which are in the projects or high crime areas and will do the same for the UK. They would be a fool not to, insurance companies have done this for years.

So look at where your post code is check it out with the local constabulary for the crime rate and then you sold get high selling rates

What IP Proxy service are you using? Because there are really bad ones and that may be the reason

You can create accounts with limits of 100 sales in (Spain, Italy, France) OR business type accounts with limits of millions of sales, but they are more difficult to create.

I have read the stealth guide and followed it very well. using IPBurger every time I create accounts I only get very low limits like 10 listings $500 or 5 listings $250. How to improve this ? :(

use residential. But, nothing wrong with low limits, build them up, they will become bigger as you reach limits each month, it's the safe way of doing it, and doesn't allow you to go too crazy accidentally.
