I have gone through this a few times this year. In ebay have your VCC card set up for primary payment to ebay, with no backup method. Ebay cannot touch your paypal funds then.
Then after the 180 days, you will be able to withdraw the money to your bank account from paypal. There is no involvement with ebay at all.
Your money is safe in my experience. Think of it as in the bank.
