If you are using 2 Ebay to 1 Paypal they must have matching details. There is no additional risk - you operate both accounts as if they were one. Same details, IP, user account. Different email, card and bank.
I don't see the benefit for your purposes. You would be better off creating two seperate stealth accounts (each with their own paypal) and become 2 people
