Paypal's responsibility of suppliying seller information

Hi,

I bought an item from ebay. I believe that I didn't receive the item that was described. I mean I received the item but the description was false. ( Camcorder was described as full HD but it isn't )

I opened a dispute but my dispute got rejected.

So plan to sue the seller but I'm missing the critical information about him such his address. I made an user info check on eBay , it only gave me name surname and the city.

Do you know if Paypal has to supply me with that information. If not how can I get the address.

Did you do a user information request through ebay where it request sellers contact information and in turn send the seller your contact information?

See if they have anything cheap to buy on another screen name and see if a shipping label shows up with more info if all else fails.
