Paypal not Charging CC When getting verified anymore?

[ebay got me again]

Ok Ive opened about 4 accs. recently and have added CC and verified all of them but I noticed payapal never once charged my CC the usual 1.95 it usaully charges. Is this there new policy or am I missing something? Has anyone else noticed this lately? Also this has been over a time span of about 2-3 weeks.

they charge $1 to verfiy the card and i noticed here recently that the $1 is put back on your card eather that same day or the following day unlike before it would take 7 days for the $1 to show back up on the card.

As for $1.95 to do the exp use they still charge this to your card

Well for some reason all 4 accs. paypal never had me verify cc. weird huh

I've noticed the 1.95 is refunded almost immediately.
