I always sell with a verified paypal account so I can link that without a problem.
That said ebay fees are paid with a vcc. paypal has little access otherwise
If for a 'credit card' you mean using one in your suspended name, then it's not something I like/do/recommend.

So before you get really confused what exactly are you going to do?

There are three ways to interpret/apply the word 'link'.

The figurative way - meaning a perceived connection by inference.

The technical and literal way - meaning you officially perpetrate an action dubbed by ebay and paypal whereby you LINK your accounts in a financially binding manner.

Then there's the third and negative way - meaning they figured out two of your stealth/non-stealth accounts belong to one and the same person.

I suspect you are meaning the figurative 'link' when you speak, while us old-hats mean the literal 'link' when we speak of technical things. Most everyone else means the third and negative 'link' whenever it comes up.

Just back to read your edit. 30 days from the creation of the ebay side.

You're waiting for a 30 day suspension to end arent you? Have a think I make paypal first. Use the paypal account first, then attach that to a new ebay account. It's another variation of making stealth accounts

Even thouge Ebay Owns Paypal they are 2 SEPERATE Companies, When you "Link" them----That means that you gave Ebay Permission to AUTOMATICALLY Charge your Paypal account to pay your Monthly Ebay fees, That is Linking---You Should NOT Do this, you should Pay your Ebay fees as Greenbean above states ---- By Virtual Credit Card (VCC)

This is in the Stealth Book, go over it again so you can fully understand Why it is Better this way.
