Default Account Returned to regular standing?

Hi,

My account was limited by paypal for some unknown reasons, but after i have sent in all the documents they requested i got this email.

Hello **** ****,

Thank you for confirming your account information. We have restored full
access to your PayPal account.

I jumped for joy, but... after i logged in i was still limited, so i emailed them again and then received this email soon after

Dear **** **** **** ,

We appreciate your interest in PayPal; however, our decision to leave your
account in a permanent limitation status is final.

what the **** is going on?.... what should i do now?!

Pre-paid blackberry or even a wi-fi spot works fine for me.

Why isnt it an option? If you need a wireless account - go through bigpond, and signup for the wireless. They dont ask for id, all you need is to create yourself an id - WRITE it down so you dont forget (ie birthdate etc etc), only thing that needs to be true is your address so the modem can get delivered - doesnt matter if there has been another modem in the house and not paid for etc etc (i had a housemate that didnt pay his account), and voila.

OR go to harvey norman or such and buy a prepaid usb wireless kit - roughly $99, then you just get top ups when you need it.
