While the IP address IS just ONE piece of the puzzle, the goal is to eliminate as many similarities as possible. And changing the IP address is doable.
The OP mentioned that eBay has to have proof, like in a court of law...
The truth is, they do NOT have to prove anything. If they feel there is enough evidence to link an account, even circumstantially, they simply close the account - end of story. There is no oversight, nobody has the power to review their decisions.
eBay will NEVER tell a user the exact reason they were banned. Several people have been told that if they want that information, they would have to have a court issue a subpoena for it. WHY? Because they never want to give anybody any ammunition they could use to make a case against eBay, especially in court.
As a rule, I always try to make each account look totally separate, as much as possible. Different PC's, IP's, ISP's, Banks, etc. The more differences there are, the better.
